This is a sign of ongoing water infiltration through the CMU (concrete masonry unit) walls. The efflorescent present is the result of the mineral deposits left from repeated infiltration and drying. In addition there are stains on the 9 x 9 floor tiles indicating either that the water has also puddle on the floor and/or that there is a high water table where water has come up from beneath. This is a serious concern requiring either re grading and/or the installation of a perimeter drainage system. There is also the possibility that mold has resulted from this ongoing problem.
